Election to the NPC will be held on December 19, with about 2,000 electors casting their votes in a plurality-at-large manner. Thirty-six candidates with the most votes will serve as deputies for five years.
Tam said he was "relatively optimistic" about getting 10 nominations to join the race after approaching some pan- dems.
"I've known for decades some people in the pro-democracy camp. I wanted to see if they will nominate me," said Tam.
But pan-dem veterans Albert Ho Chun-yan and Wu Chi-wai said they have not spoken with Tam.
"Judging by past experience, the pro-democracy camp will use their votes strategically to prevent the most 'off-putting' candidate from becoming a deputy," Wu said.
He said Tam wasn't unpleasant, but he declined to say if the pan-dems will support him.
