The Communist Party set the stage on Sunday for Xi to stay in office indefinitely, prompting accusations China will be like North Korea.
The amendment will be approved at next week's annual meeting of the rubber-stamp parliament .
The People's Daily said the idea is to cement the party leadership. But "this amendment does not mean changing the retirement system for party and national leaders and does not mean a life-long term system for leading officials."
It pointed out that the party constitution - different from the national one - states that leaders cannot keep offices for life and if their health fails they should quit.
